Transferred from 78rpm Victor 24854 - Singing A Happy Song (Meskill-Stern) by Paul Whiteman & his Orchestra, vocal by Ramona, recorded in NYC December 17, 1934 .

So as far as I understand, songs would be written specifically for the movie, show, etc; but they would be published beforehand so that artist could perform and record them, but they had to mention the film/show on radio & record. This way it would act as advertisement. Is this correct?

Not exactly in a class with other numbers introduced by Chevalier -- "Louise," "You Brought a New Kind of Love to Me," "My Ideal" -- this merely so-so material benefits from the King of Jazz's golden touch. The Teagarden brothers were on board by then, and they assist Ramona in delivering on the promised "happy."
