These FAQs provide welcome clarity to the industry on various aspects of the scheme that permits manufacturing operations for both domestic supply and Export to be carried on from the same facility, without foregoing the duty exemption claimed on the procurement of raw materials and capital goods. MOOWR scheme IEC plant can file bill of entry of imported goods under both categories (like home consumption and warehouse)
Moowr is a deferred duty scheme and local manufacturers can licence themselves under section 58 and section 65 of the customs act 1962 and import goods duty free and either export them or sell them for home consumption.
IEC code is mandatory for m o o w r licenceing.
When the goods are sold for home consumption in India the applicable rate of duty is payable but without interest.
Therefore, the interest element now being eliminated is an important change and truly manifests ease of doing business and trade facilitation.

Can we transfer capital expenditure as well bond to bond for other warehouse like we do for goods?
There is no clear mandate on this modus operandi for transfer of capital expenditure.
Under Moowr scheme, the depreciation is not to be passed on to the goods sold in DTA . So the duty element has no inclusion of depreciation. Therefore Moowr is an absolute deferred duty scheme.
If the writer could get in touch with us, we could understand the situation and address it.
Is only a manufacture allowed to get into moowr or the 3rd party manufacturer also be allowed to do this

Thank you sir, one clarification, in case I have a warehouse where my capital machinery will be installed in 3 phases in 3 year gaps each (expansion), in this case I have to pay the duties of first phase machinery while purchasing 2nd phase of machinery?
The MOOWR scheme is designed such that import duty on imported Capital machinery I to be paid ONLY if the machinery is removed into Domestic Tariff Area and that too when it is removed. If the capital machinery remains in the MOOWR warehouse no duty is to be paid at all.
