That's part of the writing around her. Her being a nasty brat is part of the build up so Tina's wins feel better and when something happens to her it's more funny.

I like the way the show handles her character. She’s a typical tween mean girl, but she’s also a loser. Snooty people usually have lots of insecurities and she feels very realistic. You almost feel bad for her.
