Pretty sure I've heard Shaun spin this a similar but somewhat different way so I believe that the "it's comin' up" bit was definitely something Damon was just like "hey wait, do that again", and was initially never intended as a part of the song in the concept stage. I've heard him say that he did actually say dare or "dere" rather. We can be sure he was definitely too out of it to remember for certain but I'm sure it was something similar. He noted once that the never did no harm bit was taken from a poor attempt at a freestyle on the track, and they just kind of ran with that.

Who's to say they didn't alter the speed? To my ear, they could have taken a single sample of him saying "It's coming up" and just repeated it. They sound indistinguishable to me.
