There appears to be no sign that Paul Whelan, now in Russian custody for four years, will be released anytime soon. David Whelan, Paul’s brother, says his brother’s condition is “not great.” He says his brother’s cognitive abilities are slipping, as evidenced in phone conversations they’ve had. He also has physical problems. “He’s just disintegrating, and will continue to do so.”
