I had this problem yesterday, except it was plywood, and none of these bolts would work.. my answer was a toggle bolt (Actually a screw) to open its wings on the other side of the plywood . Worked great!
The expansion help keep the bolt secure in a surface that may otherwise not have a good grip, for wood and drywall usually a plastic one is good enough but for something like concrete you'd need these metal ones.

The second one is for what we call siporex, like concrete mixed with air. You can poke hole in it with a screwdriver

Usually use for concrete. The bolt will not expand, it is the shield. So the proper term is bolt with expansion shield.
