Stochastic terrorism is hard to prosecute criminally if there isn't a specific person accused. If you just say, "There's too many black people in this town and they are terrorizing the nice, white residents, someone needs to do something about that" then it isn't direct calls for violence or threats to a specific person, it's indirect. So there's always a very fuzzy line between what's a threat and inciting a riot and what is protected speech because the US doesn't have hate speech laws like some countries.
