They make better designed rain "chains" that do actually help divert and slow down the flow of water. I wouldn't use a standard chain like shown in this video... way too heavy and not an optimal design to actually control the flow of water. For proper drainage, if you don't have a french drain or other adequate drainage, you can dig a 2-3 foot hole, fill it with rock and then place a large pot on top of that (make sure the pot has holes in the bottom), and fill it with rock as well. the rain chain can drop down into the pot. It not only looks nice, but you'll have a decent dry well for drainage.
You should always anchor your chains, if you live in a place with tornados it can be your last line of defense before you wind up in a 'Wizard of Oz' scenario.
Thanks for posting about rain chains, but these chains are WAY too heavy for this purpose. And if you're in a stormy, tornado-prone area, you NEED to anchor rain chains. Or they're gonna go swingin' and flyin'!
The rain chains shown here are too heavy and not like those Japanese rain chains which are normally made out of coppers and light and thin just to guide the flow of rain. Besides, the top should be wide to prevent clogging. Anyway, these rain chains are too ugly and not elegant at all.

Can I just use the clothesline hook and drill it into the facia through the back of the gutter so you don't see it above the back of the gutter?

Try stringing up big beads instead.
