Unless I'm missing something I think at 12:55 besides just trying to get the ore you should have tried to offer either sheep or brick for wood, 3:1 the wood for your ore, then you could still city and settle same turn, yeah? I think there's a chance if you got that settle down on the 5:2:wheat port that turn you could have overtaken orange at the end there.
So many people seem to get tunnel vision when they think they've identified a potentially good setup. And they always seem to target the road player. I think seeing that large spread and multiple settles has some psychological effect on some people that a lil ol' city just doesn't match.
you should plow Red to the 2-9 to get on better ore, as this would also protect the 2-5... you need ore to city and keep up with the others... perhaps city the 3-6-11, as you can get the wheat port, and you also need more ore. (though you get better production at the 5-8-10 and better road material) overall, you played well! It's hard to compete with those starting setups for the other players. With so many strong spots on this board, being fourth wasn't ideal. Perhaps you could have teamed up against Orange earlier?
I think missing that plow to the 9 2 could have been the play that may have gotten me over the line in the end! A slightly quicker city and the ability to pop a bit more could have been all I needed!
Like you said, early road building is so powerful for OWS player. I feel like I only get them when I'm out of expansion spots or my road network is capped.
Imo, the 92 is a great spot and solves your low ore production so the plow should have been given some consideration.

Red was blocking the 9 not blue.
When you sevened out before you dropped the first settlement try using extortion so you can keep your ore
Also did you need to connect your roads, why not open up a settlement spot?

That early RB or YOP for the pure OWS player makes the one difficult play for them easy! 😭
I'd go 6-3-11 sheep, point up and try to settle 5-4-11.
