There aren't enough cops in the state, let alone the city to enforce the laws on THAT many stupid people. You could hire ten times as many cops and STILL not have enough. There's just too many stupid and/or entitled people driving. Instead of asking where the cops are.... a better question is why don't people follow the very simple rules?
The signage PRIOR to the intersection is probably sketchy at best. Not to defend the dangerous maneuvers but obviously it's not well enough marked to avoid the confusion .
To be fair those road construction sites could be confusing like doing quick math in your head. It like " Woe! I wanted to go this way, but now I can't cus of the road block! What now...🤔" move it 🖕! Know what mean? 👴
So what you're saying is it's the city's fault for not "stupid-proofing" the temporary traffic patterns & forcing the drivers to obey! They need to set up cameras & mail out pricey tickets to the car owners which they'll be required to pay before they can renew their tags unless they can prove that the car was reported stolen BEFORE the photo was taken!
Where are the police? It's a construction zone which means even larger tickets than normal. They could stay there all day giving out tickets. THe police these days are scared of their own shadow and really don't want to do any work.

They do it so they don’t have to wait in line that goes to the freeway, need to make fines in the Thousands of dollar amounts.
