@sideshowkazstuff3867 that is correct. The radiation that turned him into dr. Phosphorus burned away more than just his skin, it burned away most of his internal organs and even his dna. His brain might be one of his few remaining organs, and given how mentally unstable he is, it's probably severely damaged. In his current state, his own radiation sustains him and his continued existence. He has no real need for food, water, sleep, or air..... that's assuming this version of dr. Phosphorus is anything like his comic counterpart.

Funny thing about that is that Batman was investaging the previous crime boss and I believe that he could have very well stopped that. Yet, he didn't do anything until Alex. ( the Dr. Real name. ) Rose to Power.
It’s very hard being Batman since he has to find an angle to apprehend crime in a corrupt crime ridden city especially Gotham. He probably did have an initial plan to deal with Rupert until Alex threw a nuclear wrench in that plan.

I think your missing the point that Sartorius while with good intentions did alter his findings to deceive Thorne and his overseas backers. This was in fact the reason his family was killed and he was framed which led to his mutation and current hell. His act of defiance in trying to not share his work with people he does not morally agree with cost him his family. He worked with people he knew were "bad people". If he had been forth coming with his work, his family would still be alive and he would be a man who cured cancer with dirty hands.
It was his wife's ideam since she came from an oppressive country like Bialya, she drew the line at emporwering a fascist regime. At the end, they reached the junk data compromise, his opinion was he didn't care as long as the cure came about., he had no qualms working with bad people for the cause.
Relatively true but who’s to say Thorne was going to keep his word long term? The character isn’t really well known for playing fair and nice especially to those that benefit him. Even if Alex did comply, chances are that he would still be betrayed sooner or later.
