The funny thing is that 45 mph winds is only about 5 mph worse than what Southern California was projecting, and both San Diego and Los Angeles both went ahead with full-on emergency planning and press conferences. Although it wasn't really funny for people in the mountains, deserts and low-lying areas that had to deal with mudslides and flooding. Point being that the impact and reaction to weather events can depend a lot on the circumstances of the location. In relatively arid areas like Southern California, the ground generally has less vegetation everywhere and fewer places for heavy rain to drain to as well as less overall capacity for holding water. And people just don't ever see tropical storms so they have to be reminded not to leave umbrellas out on a deck or in front of a cafe etc.
A great time to remember that the single largest driver of every factor of Climate Change is Animal Agriculture. Until it is abolished events like this just keep getting more frequent and more intense.
