That clip is not the official dub of One Piece, it's a dub by 4Kids, a studio known to censor everything to make shows kid friendly, the actual dub is the Funimation one
Edit: I get it y'all, I didn't word it well. Both are official dubs this was a mistake on my end

I used to refer to shows like this as having the "digimon" problem. Show like OP, Kirby: right back at ya etc.. From the wonky strange music/sfx cues, to subpar tonedef lines/voice acting, and censoring out the ass. In their minds, american children couldn't understand silent moments and mature themes.
