Just a tip: make your turret ring the size you want the turret to be, then extend faces and whatnot to match the edge of the turret to the turret ring, before shrinking the turret ring back down. If you’re struggling to see the contrast between ring and turret, you can increase the ring armour to maximum then switch to armour view. From there, just extend up and shape as you please.

The only reason why you'd do this is to give your IS-3, IS-7, any soviet tank past 1944, more that 3 degrees of depression. Edit: Even then, that 'lean' wouldn't be side to side, it would be forwards.

The game does not have equipment for modern tank. It is made for tanks from WW1 to Cold war era.

It may be of use when you're aiming to the side over a small hill, and the hill is not letting you aim as low as you'd like. Still very situational.

It would be useful for giving the tank extra depression without making the turret taller, kind of like on some japanese mbt's or the amx 10 rc.
You should make a version that doesn't woble, pit them against each other and if the woble wins then we know it does something.
