- 100% LEGO version of a Roulette wheel with full set of 37 numbers (European style). This Great Ball Contraption module is a buffer at the start of a full GBC circuit dispensing two balls per two seconds.

I like this idea a lot. Not sure how I feel about the cage in the center. Aesthetically, it looks great. However, if we were to treat this more like a roulette wheel than a GBC, I would be concerned of how "random" that cage would be. The center itself isn't uniform and could lead to bias to some numbers more than others. For instance, 18 would be a bit harder to roll to than 22, because 18 has a bar covering most paths to it.
If we wanted SUPER fair at the cost of aesthetics, you could use netting. Another possibility (which would be REALLY hard) is outside rolling in, making the whole thing more like a giant funnel. This is, admittedly, less fair. However, it looks far more rad than a net. This build is wonderful all the same.

Finally, a GBC module you can lose your shirt on!
It looks like the output speeds up the more balls are on the wheel, but it still misses a lot. Does it actually settle down to a reliable 1 ball per second output?
Yes, when there are enough balls in the Roulette (buffering purpose). Just tested it 7 days in a row during LEGO World Utrecht

As awesome as this is, would you be allowed to take this to conventions? I mean, the lego engineering is outstanding but I think parents might take issue with the gambling element.
There is no gambling, just shooting marbles on a LEGO Roullete wheel.
