Ullr has a 1 secnd cooldown because he only has two stances, whereas with this guy you need to be able to, as the video states, use protection shred then instantly click 3 times and have damage. He has 4 stances. Also, if it used mana that would be stupid as youre constantly switching and trying to quickly get to other stances, its part of his kit, and all other stance switches don't use mana too ofc.
