Yes, in the deleted scenes on the DVD, there is a scene with the lion talking to his girlfriend on the phone. On the commentary Peter Kay mentions that that was his costume from when he played the lion in the Wizard of Oz at school.
It's also in Top of the Tower where Steve Edge aka Alan from Phoenix Nights is dressed up in it.

@1971lamby The show was called "that peter kay thing" you can get it from e-bay there was this episode and 6 other episodes.
8:55, Channel 5 was only a couple of years old at this point.

the black borders are there because the show was filmed in 4:3 ration. otherwise do what you want :p

I can’t stand Peter Kay usually, but this series was very funny. Phoenix Nights too because Dave Spikey and Ted Robbins were superbly cast in it.
