As a former blaster I can tell you black powder is no joke. It is considered a low velocity explosive ( 8000 fps) and is used a lot in quarries to split granite without shattering it. I know a guy that almost died from negligent use. In California you can only own a pound of it and most shooters use a supplement that is more stable to use.
Any explosive is bad news - the whole point of detonation is that it's occurs at faster than sound speed. That takes a lot of energy and that energy is often used to do work like blasting rock. I also watched an idiot take a lighter to a pile of black powder thinking it would just flash up - he went to the hospital with 3rd degree burns all over his hand and he almost lost his hand from that (doctor said he was lucky he didn't). He was a family friend - one of those crazy family friends.

In the contract that I draft tor my rental properties it's a landlord responsibility to remove any objects from the property that are unnecessary for the tenants that live there. After 7 days and nobody claimed it this package was basically a nuisance but it's a package so why not open it and see what it is just turned out that this was one unlucky situation
