Elizabeth Banks played it really well when she read Haymitch’s name from the card, the dread and obvious reluctance that her character tries to hide, excellent acting
Effie is honestly the msot interesting character in the hunger games, both in terms of what is directly states and what's obly implied. Yes she is clearly vain especially in the furst movie, but you can tell thst everything the does and everything she tells Katniss amd Peeta os to give them a better chance in the games. She's a masterful one woman PR team who works to market them with a story. Yes there are moments wherebyou can tell she's also doing it for herself, notably when she brings them to Snow's palace for the first time, but its honestly understandable. She's never got a moment like this before where she can just celebrate and revel in victory so its understandable that she'd take pride in it. Plus at the time no one knew thst Katniss and Peeta would have to enter the hunger games again so its not like she was ebing shallow. Also you can tell she's trying her best to help Katniss and Peeta. As awkward as the line about getting dessert is, its the best she can do in the moment to comfort them as they slowly approach a presumed death. Though she is flawed I have to repsect her trying. And then you have to think about how many tributes shes lost. How many children have had their names called and never got to make it back home. All these people who were in her care and she couldn't help them. You can imagine thst both her and Haymitch felt guilty for each death that happend. They might think "if only we'd done more, or got them better sponsors, maybe this time they could have survived and made it back home." So of course finally. The one time she can breath easy knowing that her tributes made it back alive she cant even relax as that comfort was just as quickly taken away from all of them. She puts in a brave face but you can tell that she is constantly fighting back tears and then the moment where she finally breaks is when she has to say goodbye to them again, knowing she wont be lucky enough to have both her victors survive again. And now its just like all the times shes failed her tributes in the past. Even in Mockingjay when she acts standoffish its almost exclusively to the people who didnt clue her in about things before. And while she does leverage her connection to Katniss she absolutely right knowing that no one in 13 understands Katniss the way she does. Effie hss a rral understanding of her own value, and though she complains given her fall from a life of excess to a ration line she was honestly handling it pretty well.
The transition of her fashion from bold and weird looking like the common fashion style in capitol to a more neutral color until she blends with district 13 costume shows her character development

It would’ve been so cool if they gave Effie a lil more plot and character relevance in mockingjay She’s from the capital, all she knows is superficiality, double speak, and manipulation. I would’ve loved a scene that expanded on why she’s constantly eyes Coin. And her telling Katniss that she knows underhanded flattery when she sees it, and Coin was planning something unsavory for Katniss. It would’ve been a great scene that after being disregarded by all of 13 for so long for just being a “capitalist” but put her foot down when push came to shove, just because she can’t help the rebellion in the traditional sense. She can help Katniss survive in the only way she knows how, recognizing superficial plays from politicians.

Including her in Mockingjay was one of the best adaptation changes I’ve ever seen.
