    This is a DRIVING AIRPLANE.
The FAA is going to treat it exactly like they treat a Cessna 172. You will have to take off and land at airports unless you own many acres of land - and even then you need a pilot's license and radio skills

When you serve two masters you never serve either fully. Compromises are made here, both as a car and as an airplane. As a result, neither is served well and dissatisfaction will be experienced in either mode of travel. Distance and carrying capacity will be limited as an airplane. Cargo volume and practicality as a road car will be disappointing. Passenger limits in both modes. A very restricted niche market for nouveau riche looking for notoriety, novelty, and bragging rights.
