I can’t rebuild properly on cut out surface it takes whole surface. How to rebuild after we split that surface?

Yeah, that's tricky. I have no answer right now. Only maybe trying to avoid the problem in later stages of the modeling process. But I will have a think.

how can we edit poly surface control point in rhino ?

With any poly surface or closed or open you can use the command.
'Solid points on'. This tool works really well sometimes. Sometimes not really.
