Overall Makima outsmarts no diff. And afton is barely Yuuichi level, he’s not even close to BB or koji.

there are things if makima dosent have her hax
manipulation: almost all makima feats of manipulations are seductions or things revolving to her hax, while william manipulated a whole city with emotional manipulation, indirect and direct manipulation, triangulation and other things
planning: makimas plans revolve around his pawns(her hax) while william being human planned almost all fnaf lore until his death and even after, planning elizabeth death,michael death, the killings children, how to not being a suspicious one because of the killings he made, how to take out henry of the ecuation and how to destroy the animatronics, that last part was his flaw, his confidence ended up killing him, something similar with makima death
analitical skill: afton can analize his enviroment in seconds, using his best options in all cases, and he knows how to program that is something that needs a lot of analitic skill
observation: debatable in my opinion, william could know the biggest flaws in people around him, making henry useleed after his daughter dead, linving michael in a state of hating himself to be easier to manipulate, knowing that elizabeth would follow him until her death to make him proud, and knowing that the animatronics were posesed, observate vannys problem and other things

Makima’s manipulation are mostly feats-based due to her control devil but Afton never manipulated an entire city. Deception and Manipulation are two different things. Makima on the other hand, even if it revolved around seduction, manipulated Aki, Denji, Power, basically the cast by creating this cult-like thing which starts with her hax but ends with indirect manipulation.
Now planning. Makima easily takes this category as well. Even if her plans include hax, it’s a hax-based verse so it’s fair. There are no illusions or anything to her best planning feats which is her planning/anticipating the whole events of devil-hunters mass leaving/resigningn, this time she anticipated/planned for it and she didn’t need to use hax to plan and predict every single thing in the event. And this one includes an illusion but she even planned for Denji opening the door and his Chainsaw Man’s true identity, and Denji’s wish being her dog.
Analytical Skill and Observation is pretty debatable.
if you count outsmarting with hax then this is fax
but without hax there is a lot of things a thinks that they are wrong
manipulation: almost all makima manipulation feats without counting seduction are because of his hax while in the books william manipulated a whole city without any hax

Both Overrated af 'Smart' Characters
Nah Makima is underrated. Most people say she relies on her hax but she really doesn’t. She literally manipulated and deceived and entire govnerment and organisation. She’s above Yuuichi and Afton, and I would argue is a mid tier manipulater, in terms of realistic smart characters.
