It's used as a placeholder for the yellow turn blocks' animation before they're loaded. The text is also cut off in your corruption, and normally says "ブロック転送" which means "Block Transfer." I'd assume it's not translated because it was unnecessary to do so.

jummy's trash pile There are also placeholder graphics for the ON/OFF blocks, saying ON on the top half and OFF on the bottom half. The graphics can be seen on tcrf.net on the SMW page, along with the placeholder text for the turn block graphics and other unused stuff.

If you're wondering why you seem to always go to the bonus game, it's because the bonus game takes up level slot 00. If you try to enter a level while not on a level tile in the overworld, the game loads level 00. It's a common mistake in ROM hacks so its not too surprising to see it happen in ROM corruptions.
