Crazy passing driver Main St Vancouver

Location is northbound on Main Street in Vancouver, WA. Inside lane goes to I-5 and outside lane goes to Highway 99. I sped up to get into the lane heading to I-5. The car behind me is already in the lane to head north on I-5, but passes me and another car, then swerves over at the last minute in the gore area, nearly hitting the barrier terminal.
