Her takeaway is that superheroes are essentially an unhealthy reliance for the common person and that (just like with the technology monologue) they keep us sedentary and isolated from our own capabilities. Therefore her plan is to sabotage her brother’s superhero reintroduction efforts to keep them out of public idolization forever for that purpose. The movie isn’t close to how good the original was by any means but the villains plan isn’t one of the areas where it falls short imo.

I’ve seen the reviews for this movie that multiple UA-camrs have made. One of which was “The Unlucky Tug”, and I honestly believe that he’s true in what he’s listed. Minus some minor differences, both Incredibles 1 and 2 are the same movie with the parent roles swapped and the second movie’s villain’s motive being not good. Eveline just seemed to be another “twist villain” that just seems to be a normal trait in Disney movies. I would honestly agree that Incredibles 2 was Pixar’s laziest movie. Cars 2 may have been bad but it’s, at least, original in being a spy thriller. Incredibles just seem to suffer the same issue as Despicable Me in that they don’t age up the characters. The first two Despicable Me movies were great. The last two just seemed to miss the mark. If people think differently, that’s fine. It’s just a personal preference and opinion.
The problem with the Despicable Me franchise not aging up the characters is that it's clear a fair amount of time passes in between each movie, enough time for Gru to properly settle into his new role from the end of the previous movie of "Single Father of Three" and "Husband/International Super Spy" (TBH I stopped watching the Despicable Me franchise after Minions. I don't even know what DM4 is about). Incredibles 2 begins immediately after the end of the first one. Syndrome was probably defeated less than a month ago when the second movie begins. It would've been weird if the characters *did* get significantly aged up.
The flashing lights caused so much commotion. When it had it's theatrical run. They were constantly blinking during those scenes. Even though I'm not epileptic, it really hurted my eyes a bit when I went to see it. It was reported on the news and theaters had warnings posted in theater lobbies. It was pretty big deal. Thankfully when it was released on home media they removed the flashing lights but I have heard that some copies of the film still have the flashing lights.
My problem with the Incredibles 2 is how they handled the themes. Like, the first movie had Bob going through a midlife crisis and being unfaithful to his wife, as well as attempted suicide, superhero assassination, and just darker themes in general. The second one tried to supplant this with an overload of mild expletives.

Maybe she feels like trying to play PR Manager is too slow and ineffective when all it takes is another Underminer to tank all of their hard work, so she's going around playing Punisher or creating a bunch of technology to arm normal people so they can take the law into their own hands and defend themselves. It's still a bit too similar to Syndrome for my liking, but I feel like that at least gives her a more sensible motivation than just "I'm mad at superheroes for being outlawed."

Brad Bird was always reluctant to make a sequel because he stated in an interview that he knew he could never top the first film; and he was right. Incredibles II isn't a bad movie (it has a lot of inconsistencies, like you pointed out), but it's nowhere near as good as the first film. It's clear that Disney pressured Bird to come up with a sequel.

Public hatred of supers was a thing of the past; it's implied that by the present day, there is a nostalgia for them. When Syndrome saves the baby, they're cheering for their return - and when the Parrs defeat the Omnidroid, there is universal appraise. As a result, it didn't feel too weird to me that Elastigirl receives this publicity, because it sees more like the train save is riding the wave of nostalgia set by the first movie.
