The programs offered! Generally colleges have more career training focused and give out certifications and diplomas. Unis are academic focused and so they are primarily focused on learning/research and can give our degrees which is required for a lot of specific positions or if you want to do further schooling!
Colleges focus more on undergrads like private schools or community colleges and universities have undergrads, graduates, and further programs but most of the time it's pretty much the same don't quote me tho lolz
i think it really varies depending on your country/region... i'm from southeast asia and here university is like a collection of colleges. for example you have the college of business, college of engineering, college of sciences, etc. - all under one university. and under every college are the related bachelors, masters, and doctorate degrees

colleges are usually for undergrads, certifications, associates degrees, etc while universities offer the bigger stuff like bachelor's degrees, master's, doctorates, and sometimes universities will offer associates and certifications depending on the school.
For people in Quebec, we have to go to college for 2 years before we go to university or we can do a three year technical program there that is basically like learning a trade and going directly into the job market. We have one less year of high school than the rest of Canada, so instead we go to college to study something more specific to our future career. For two year programs though we do not get a degree, it's just a certificate, we need to go to university if we do a 2 year program. I hope that helps!

Quebec has a different system, Cegep (college) offers pre-university programs. If you’re coming out of a Quebec high school this is a university requirement.
