I think that one of the men has his arm in the puppet the entire time or an extended arm or something like that so the mouth can move while she's dancing. If you look closely, almost all of the muppets are left handed since the puppeteers are mostly right handed and move their mouths with their right hands. Hope this somewhat answers your question!!!
