I think it depends on the unit you buy. Some units have the ability to wire up with your steering wheel controls, but some don't. You can also buy an adapter for it as far as I know. And no, It doesn't work if the ignition is off.

why do you have to cut the wires, cant you just connect them to the adapter the stereo comes with?

Are you talking about the radio extractor keys? You'll need them but they are cheap, you can buy radio removal keys for like £2 on Ebay or Amazon.
ive got a 206 2003, do i need an additional wiring harness or will the aftermarket stereo fit in and be a straight swap from the original ?
The car has ISO connectors, so most aftermarket headunits will fit.
