For sterilizing the tweezers in alcohol, i just rinse the alcohol off in the same water i used to rinse the explants. I generally have multiple water trays for rinsing that have sterile water.

You can. But, it's not recommended due to the high risk of contamination. You can create a culture area using a plastic box and keeping an air filter closer to it.
you can get them from any local stores near you that sell boxes. Just ask them to provide you with the ones that are autoclavable and can bear high heat. You can also purchase them online.
