It looks like they finally settled on the final version of "Fraulein". If you listen to the demo on Hardcore, you'll notice the little chromatic riff based on the "Powerhouse" bass line is absent, while on the other unreleased demo, the opening synth fanfare is absent. This version has all of them and the Hardcore Live performance is based on that.
Judging by what Jerry says during the outro to words, I think that that's from a show at Mabuhay Gardens, he mentions dancers. And in DEVO unmasked it mentions having dancers during Jocko Homo at a show in Mabuhay
It's noise reduction - I got this show on CD-R in a trade way back in the day, and there was this hideous high-frequency hiss that literally gave me a headache whenever I tried to listen to the recording. Obviously someone tried stripping it out to make the show more listenable. I'll take this version any day!

Someone at some point applied some bad noise reduction to the audio, or maybe just compressed the audio bitrate a lot.
