      He's referring to being low-key or secretive about getting or having money (although clearly telling us in the first 30 seconds of the song 😂). 'On the down Low' or 'on the DL' had quite a different meaning in the early to mid 90s than now. The Pharcyde had a song 'On the Download', Heavy D in the Pete Rock and CL Smooth song the Basement said it because it rhymed with CL. Kool G Rap on 'Edge of Sanity' as well as countless rappers from that era used On the Down, DL, keep it on the hush hush or similar sayings as slang for keeping a secret. It morphed into something else in the late 90s to 2000s.

      As much as I'd love to give AG that credit, it's definitely more of an anti-prude verse than anti-rape. His message is he has no time for girls unless they're putting out. He literally says he'll kick her out if she's not down to smash.
      Also, funny how the song is called Fat Pockets and his verse has nothing to do with money lol.
