That's the crazy thing about the era of Jim crow. Most white southerners weren't members of domestic terrorist groups like the KKK, or actively involved in racist legislature. The problem was that they ignored the actions of terrorist cells and let them run free, and provided constant road blocks to civil rights mlvmenets because the racial tension made them uncomfortable. They preferred an unjust peace over justice. Which is easy to want when you're not the one getting murdered and tortured by domestic terrorists.
