After that, pro bono lawyers sue homeowners and businesses for being mean and uncaring. But for crying out loud, don’t arrest the drug dealers.
Salem already has these shelters. They're called "prison." But I guess we're in a time and place where the label of "homeless" can now be used to permit someone to commit crimes with impunity.
This problem didn't happen overnight. It developed over time, supported by repeated bad decisions by mostly Democrat leaders, despite the minority of conservative voices warning of the long term affects. Start by voting for leaders that value property rights and personal responsibility. It will take a long time to fix this. Stopping the flow of fentanyl across the southern border will help
So why did they close the mission downtown? Was downtown few weeks back and it was all fenced off and gutted out? Been seeing tent in wet land areas the land around the Kroc center looks like a junk yard the city also closed the campground off Turner road you can't even visit the park back there. Look down some the side streets like behind Big lots. So sad seeing new apartments go up and know that none of them homeless or even myself will be able to afford them an all the houses just sitting empty wait to be torn down and made into empty lot?
*4 of 4* The homeless can simply move the tents they are using now into the homeless-village and the RVs are assigned a parking space. *Or the **_Shelter 100,_** provided by FEMA,* is a $9,500 shelter that is climate controlled, built in one hour, is 100 sq. ft., and uses a folding bunk system to house up to four beds. *_Pallet Shelter's_* private sleeping cabins offer *security* and durability. Which addresses the concerns of the homeless who reject the restrictions of “bed-only” homeless-shelters; for only one night.
A court decided a couple years back, that no city can enforce a non camping ordinance on public property, unless they had real shelter available and it had been offered to them . Of course it should also be safe and decent, and too many shelters are not up to t hat standard. Tents also afford privacy- something most shelters do not. You are far safer from contagious disease too, outside of full shelter. All indoor shelters should have dividers like office cubicles, it would be actually a humane way to treat people and far more attractive to those who resist being placed in a shelter.
This is a problem in Portland as well. Last year going to the starlight parade with my family, I witnessed 2 homeless people dry humping literally right next to the parade route and no one did anything. I haven seen, interacted and dealt with the aftermath of the homeless crisis in Portland. Portland is no better then Salem on this. I admire that Salem is at least trying to do something. I never hear Portland city officials trying anything new. The amount of garbage, human waste, and down right nastiness I've seen every single time I go into Portland is a disgrace to our city and it's citizens. Portland used to be a clean and ethical city that was warm but firm. Some thing needs to be done.
How many of these people are actually from the area, and how many of them are "travelers"? Help the ones who are from there and send the others back to where they're from. The proposal to allow homeowners to let homeless people car camp on their property is a ridiculous idea. Suppose your neighbor lets some junkies live in their car in the driveway right next to your house. I don't think many people would appreciate that.
Where ever I lay my head is home. You will not put people in jail for sitting or laying outside. Want to be invisible, get lost in the woods. Build the shelters away from businesses and schools. Working toilets and drinking fountains, add a garden to feed yourselves. Street sweepers, sidewalk versions, every morning. Governor has a big house, surely there's room there, maybe even feed some mouths.
Ending private banks and only allowing state banks, *public-banking,* to operate where the billions in profits are used to help the state's people not to enrich the top 1%. Is how we finance free dental and healthcare for all Americans.
i hate how these new motel shelters are mainly opening up FOR THE ONES JUST NOW MADE HOMELESS, FROM THE FIRES. what about the long term homeless who are really wearing out and on the edge of death, just from weather, no sleep for years, being victimized on the streets, mental illness etc? A lot of those who lost a home to fire had insurance! what the hell is wrong with them that they can't pay their own dam way? And many of them have cars, campers and camp trailers to camp in! while the unsheltered homeless often have NOTHING, not even a tent. But even someone in a tent is more needy than someone in a camper or trailer. WOW, disgusting.
there's no reason they couldn't open a big empty retail space for 100 people to sleep there, who can each have their own tent for privacy and safety, as well as better for airborne disease prevention.
theirs no reason many of these people can't take care of themselves... expecting everyone to wipe their ass is ridiculous. Mental health is one thing, but I see tons of these people who can work and take care of themselves. many of them are young...
There is places for men to go if they want to be clean and change their life. That's the problem though. People want to get and high and not work for anything. I am at the Ugm in Salem and part of a program that feeds and shelters you and all you have to do is be clean from drug's and alcohol and want to change. I am doing great and feel like I am on my way to being self reliant. I want to work for my own thing's and not be a burden to society anymore. All you have to do is want it and try. For women, there is a place called Somoka.
When are you news people going to address the big problem such as where is all this homelessness coming from, what is the root cause, why are there no jobs? Why is there no affordable housing, no mental hospitals, lack of social workers, lack of support? Why are thousands of people so unhappy, unhoused, mentally ill, addicted? The question is why.
F of Parts A-F The homeless-shelters are powered and heated with butane and solar-panels, depending on how well the infrastructure held up, which are integrated into the construction of the _homeless-shelters._ Which are a dry, clean, safe place to sleep, and store their stuff. People from the city drive out to the *Homeless-Shelter-Villages* [HSV] to pick up food bank food; because that is where the food banks and free-ice machines are located.
*2 of 4* Cities are spending millions of dollars to open and run homeless bed shelters; that the homeless reject due to the many restrictions and lack of security. _Pallet Shelter's_ two person _Shelter 64_ cost only $7,000 and provides a dignified, secure sleeping base of operation. So for only $201,000 [$120 tents] a city can establish and run a *Homeless Shelter Village* [HSV] with 1000 shelters that can accommodate 2,000 people: 2 beds and belongings per 10'X10' tent.
D With subsidized for the homeless electric-cargo-bikes at all bus stops from companies like: _Wheels, Lime, Link, and Veo_ in the city and at the homeless encampment; so the working homeless can get to work. *Which are large 1,000 people disaster relief centers.* With trucked in water. Shared laundry, toilet, cooking, and shower-facilities. With restaurants, post office, and stores; just like a large campground.
*3 of 4* Those with income pay rent which is 10% of their net income to the *Homeless Shelter Village* [HSV] for their 2 person _Shelter 64;_ and 20% of their net income as rent for the 4 person _Shelter 100._ Their rent money goes to pay for: *childcare for working parents,* and one free meal per day; in the *Community-Room.*
As a person who has been homeless several times over the course of 25 years; it sickens me that the city would say they are going to do something to help and drop the ball. I am appalled! Something needs to be done. I have some ideas and am starting to network to get help implementing them into the city of Salem. My hope is that we have more beds available for the homeless and a site specifically for those that struggle with mental illness as soon as possible.
Homeless problem? What homeless problem? Kate doesn’t have a problem with it until they take all the crap, garbage and used needles and dump it on her front lawn. That might get her attention.
All you have to do is tie the rate of property tax rates to the governments annual cost of living rates. That way your city can afford to house and feed these folks. And build treatment centers to fix there drug problems. Problem fixed!!!
E of Parts A-F In the on-site factories the homeless population's workforce is used to make more homeless shelters from plastic-waste taken from the oceans and government subsidized Styrofoam; and electric car conversion kits which cost only $3,600 because _The Defense Production Act_ was invoked. _Which does not include the cost of batteries and installation._
U.S. cities need to have "residency requirements" for the services they provide to the homeless. Otherwise, they will continue to attract homeless people from all over the U.S. and the world. When a city continuously gets more and more people moving into its Skid Row, then the situation quickly becomes unmanageable. Salem and Portland have a sizeable non-native vagrants residing within their boders.
They need somewhere safe to go at night where they can have a warm bed. I know there was a rise. It was very sad that all these politicians are making all the money while so many people still suffer. They shouldn’t make that much if there’s this many on the streets. Yes some don’t want to work. Some might have deeper issues and would love to see some type of help there but that comes down to re wiring a brain. I hope to make a difference as much as I can but not 1 person can do it alone.
B of Parts A-F The B!den administration has proposed *Christian, compassionate,* homeless solutions *but Republicans* do not want the FEMA homeless encampments within their cities; which *have the highest number of homeless families.* The solution is FEMA coordinated homeless communities a 30 minute bus ride, 24/7, every 20 minutes, from the FEMA established homeless shelters; to the city. *Established on land made vacant due to global-warming extreme weather events; that no one should rebuild on.*

That's where the empathy gets reduced for me. Drugs don't help. You can see your way out eventually if you remain substance free, but you're screwed once you decide to partake. And to me, it's a choice to get high.
A of Parts A-F *Due to the destruction of housing* caused by catastrophic-runaway-anthropogenic-global-warming [CRAGW] _extreme weather events;_ and *failed Republican policies.* There are housing shortages all over America which *is causing rent increases; and even more homelessness!* The FEMA operated homeless-communities do not require residents to check out, there is no sign-in and sign-out issues as they are long-term shelters; which provide the privacy of individual living spaces. Where the shelter residents can feel safe from the other camp residences. *Which removes many of the objections those homeless living in tents who refuse to use city established homeless-shelters; have voiced.*
*1 of 4* Cities can eliminate homeless tent encampments by replacing them with *Homeless Shelter Villages* [HSV] using _Pallet Shelter's_ existing *Homeless Shelter Village* [HSV] components. The _Community Room_ sells for $37,000 and serves as a shared laundry room, restaurant, *child daycare center,* and addiction services center. The _Bathroom_ cost $35,000 and the _Services Office_ costs $9,000. So for only $81,000 a city can establish a *Homeless Shelter Village* [HSV]. The 10'X10' *Camping Cube Sport Pop Up Tent* that costs only $120 provides protection from the elements; for two people and their belongings.

How many empty investment homes are there?
So glad my daughter goes to school in the middle of this mess. Ug…
Drugs do bad things to people.... democrat's solution? Provide them with needles and decriminalize drugs. Yep, that will solve the problem.
it will solve the problem...we need to give them unlimited Fentynal and a tent in the middle of Eastern WA where they can stay and use it and not better anyone. Instead of wasting 100k per year for each junkie....spent 5k.

*Reducing rents in America part 4 of 4:* There is allot of land being ravaged by extinction by the year 2060, runaway-AGW extreme weather events. Using this land that will be ravaged again by floods 3 feet higher; to establish *Homeless Shelter Villages* [HSV]; _built on trailers._ So like a Native American village the entire community can be moved to follow the buffalo or avoid a flood. *No part of America will be left untouched by its procrastination to taking the steps to stop extinction by the year 2060; due to catastrophic-runaway-anthropogenic-global-warming [CRAGW].*
Incendiary devices will help with their relocation
3:25 She's worried while homeless are having a blast kekw
Let's give the homeless our paid checks and see how long will last ooo by the way no property tax for the time we have homeless
C The FEMA homeless-communities / encampments are _close enough to the city to work;_ *and far enough away from the town to be out of sight and mind.* Established on land now vacant due to the extreme weather events which is creating the housing shortage. Due to the catastrophic-runaway-anthropogenic-global-warming *[CRAGW] that Republiguns deny exists.*
Rot rot rot... Love watching dems eat their own.. I predicted this 3 yrs ago.. And i was exactly right... All the stores will close,, thats what's next
What's of worth?
Where eye-dollar-tree is of worth, everything is going to cost!
Where one another is of worth, there is no cost.... It's priceless!
You cannot serve two masters!
You'll either love the one and hate the other....
MONOPOLY money is make-believe worth!
It's the well-being of one another that's TRUELY of worth!
They who trust in a lie are betrayed already!
Because you trust in a lie you deny your neighbor's well-being!
Your either for me or against me.
CAPITALIST are out to acquire MONOPOLY money at all costs, not friends!
CAPITALISM DIVIDES AND DENIES EVERYONE WORTH AS TO ONE ANOTHER'S WELL-BEING... FOR PROFIT!
Every injustice, is over something else being of worth, than one another's well-being!
- the homeless in Babylon.
HE'S US! (In the mirror suffering the MONOPOLY of make-believe worth!)

Every council member should be arrested for passing laws that are illegal and violate case law! Nobody has the right to deprive someone from sleep! That is torture and if you are ok with torture just wait until it's your turn!
Being homeless shouldn't be a crime. But leaving needles where kids or dogs can get stuck should be a felony. leaving thousands of pounds of trash should warrant jail. And all laws should be applied to homeless just as equally as the housed...ie you cant break the law even if you are a junkie.
Thank you democrats.
Lol Salem 2021 in the building! It’s worse homeless got them checks they got TVs generators two story tents all that heaters ac’s
do republicans manage salem?
Put them on prison farms work them everyday seven days a week they will straighten up.
