Poverty does not excuse robbery and theft but scientifically there is a proven relation. I am Iranian and I confirm that today's Iran is quite different from a year ago. Crime rate is increasing and I personally know several relatives who have been robbed, mugged or been victim of burglary. Economic situation has gone from bad to the worst and the government doesn't care as they have both means and the income to live in luxury and buy homes in the west . Majority are getting poorer day by day.
As this is a religious state many people lose their faith in religion because of the level of corruption and mismanagement and they lose their conscious and care for others too. You don't need to believe in religion to be an honest human being but Islam is a pillar of the society and when it is weakened , moral values weakens too.
Yet still the majority rush to help victims and these kind of things happen in desolate places or side-alleys.

@@alexmirhos1642 Yes, unfortunately, when I returned to my country also, I was robbed on the way by 3 people who raised knives in my face, but praise be to God, when they took everything and ran away in the car, its tire exploded in front of the bridge, which is close to the Busaiteen police station.
