Yes, the road from Leh to Kargil remains open. Kargil to Srinagar gets closed.

Chances are negligible, Manali to leh road is closed for like 2-3 months but you may find Srinagar to Leh road open ( chances are less ) you need to contact any local who can better guide
And flights charges are like 2000 from Delhi to Leh … best option is this
