This pipe condition is a common find under older buildings, a remodeled older home does not mean all the plumbing was remodeled!!

Do you call out the water stained wood *(floor boards) i'm also assuming your calling out the lack of vapor barrier on the ground .

Any home this age will have some old stains from past leaks on the sub floors, This condition is normal unless you can clearly see it wet. This is California so we typically do not encapsulate crawlspaces unless they have a moisture intrusion problem such as a high water table.
