This is like, massively late, but he needed to be hostile with Hank to get shot. I'm guessing he must've not shot the Tracis at the Eden Club earlier on but cut it out which must've gotten his relationship up to a 'tense' level and that resulted in Connor not being shot.

Personally I picked up that deviancy isn't really a virus. At best I think maybe he can turn people to deviancy or override them or something. I don't think it's hacking or a virus. But the game does a pretty shit job of explaining any of it.
According to Kamski (Cyberlife CEO guy), deviancy can apparently be transferred as a Trojan horse embedded in the identification information that androids share when they share information with each other, which at least partially explains Markus's ability to convert androids effortlessly just by touching them.
ill explain the markus hack for you. android have the ability to break past the code, if they have a strong enough will. markus is either forcing them to break out, so they can make choices, or sharing his memories with them to get them to help him. its likely both
