Yes, you can allow it just like that or you can do anything you want. Check other books in the area you are publishing in and see what they are doing. Remember that the goal is for the pages to not bleed through when your customers use the book

You can create and alter to make your own creation, and publish that. However you don't truly have the copyright because you weren't the original designer of those elements. So are we able to copyright our "new" that we altered and made a new creation?

Yes, that’s that goal to have something that look uniform. You can also use a pattern if you want to use different fonts.

Every element in Canva has separate copyright terms which you can always check before using. If you have the pro plan, then you can use most.
