I've never seen anybody do neck curls like either of these. I've always used a neck harness trainer that my dad had since I was little. It's now been passed on to me after his passing. Most of my gyms have either had a neck harness Trainor or a cable machine attachment to use at the cable station. Rather than lying down and setting a small plate on your head, it would be better to stand and push against your head in one direction with your hand and push your head against it. Your hand can easily put enough pressure on your head to build your neck.
I don't mind the harness, but it's still awkward for me. Just pressing your head against your hand is unlikely to grow your neck in the way doing loaded reps would.

I’ve got pretty much a turkey neck after losing 130 some of pounds. I think a bit of neck hypertrophy might somehow help a bit. Helpful
