In my experience with VMs, you allocate the storage for the VM on setup. But you have the ability to extend the storage once its setup

You are using private static IP what you need is public static IP

Storing data will depend on how much u allocate space while creating this owncloud server. You are hosting this on your own hard drive so obviously it's free!!
