Usually the only place with live mullet after 5 or 6pm is Gilberts. But if they don't have any I go and try to get some bait with my cast net. Or I get there before other bait shops close and just hold the mullet untill night time. Usually when that happens I try to buy a good amount Incase a few end up dieing by the time it gets dark
Usually try to get there a little early to find some bait and get a good spot. So usually I go like an hour or 2 before dark just Incase I need to try catching bait. Then i just go and wait it out till I start seeing trouts come out and then I use my live bait. Usually I have the best luck from like 10 pm - 3am.
Quick stop has the round buckets for like 5 bucks I believe but any bucket with a top will work or You can also buy the top part and buckets at academy or Walmart. Any bucket will work as long as the top part fits
Usually I buy them at Gilberts or Ajaayy's in port Isabel but if they don't have any I just try the local boat ramps or dock areas and try my luck with the cast net.

Yes use live mullet for bigger trouts or big shrimps.
Also try using the live bait with a popping cork with about a foot or two of leader. might help as well.
