Jason, I once cut some shims to make a snugger fit with ultra thin .010" (0.25mm) sheet styrene made by Evergreen #9010. It's almost paper-thin. I wonder if cutting and gluing a piece the same width as the rim would snug it up enough for the tires to fit better.

start with something cheap and try to change tires on it. Then maybe do hand rails or something like that.
