I wonder what part of the issue is simply getting the Pokemon cards pulled. It definitely seems like normal rare are harder to pull 2 of than the EX mons since they have possible alt arts. I still don't have Kanga!
It can't 1 shot any EX Pokémon except pikachu. Pikachu has the lowest HP of any EX at 120 followed by starmie at 130 so it would only be able to 1 shot starmie with Giovanni available.
