This is the intro riff of Glasgow Kiss from John Petrucci's solo album, Suspended Animation. If you like Dream Theater but haven't checked out his solo album yet, it's full of great guitar playing.
This riff in E Mixolydian is a great way to develop your picking and string muting control.
