At such a superficial view I have to agree. Though your chart breaks when considering more complex builds that utilize multiple of the major scaling methods from your chart at the same time. Take DoT based CoC DD or Manastacking CoC Crackling Lance utilizing Triggerbots as an example. In my opinion damage scaling is one of the least important factors because of how flat it is. Major factors are defence layers, gameplay and for leaguestart characters transition phases. Considering all that there is a mind boggeling large amout of possibly viable builds.
I think it's more '8 concepts' than '8 builds'. From your example, Bleed bow and Toxic rain are the same build (scaling based), but they are so different in both scaling and playstyle that it would be weird to call them same build. Using Quill Rain with TR and you'll be fine for a while, using Quill Rain with bleed and you'll uninstall the game. Imo, PoE really have lots of builds, but they are based on limited concepts like you presented.
What about the build that I league start which is a seemingly cocaine fueled amalgamation of any and all things I pick up with points placed in a tree which I've told myself will lead to something even though I know it won't, like getting as much evasion as I can before realizing I have Unwavering Stance five hours in, such that I get nut shotted by Kitava three times before rerolling RF again?
I'm glad you completely left out my build from the tree, that I have used since 3.4 in every single league start ever, and it's generally my most out-performing build. With under 5 divines of investment, it can outperform a 500+ divine build in all areas. Clear, Bossing, and it has about SS+ clear in all mechanics. It means the Gigan affect won't spike the prices on my build :3 Let people sleep on it, I am content.
Could you elaborate what mean by crit does "not have a limit", while "tags" do? Also, while I do think it's an interesting (and somewhat impressive) way to categorize the builds, I'm not quite sure what you'd use it for? The categories are not mutually exclusive, right? And the builds within have vastly different scaling. Don't want to disparage you btw. It's an interesting thought experiment and you clearly put some thought into this. Just curious.
Mathematically any tag such as "projectile damage" could be scaled to infinity, but realistically a better endgame outcome is achieved by scaling crit multiplier, double damage with crits, etc. This video is targeted to a newer player in general; someone looking to create their own builds rather than just copy someone's tree exactly.

I did a similar exercise and concluded there are actually two kinds of builds: good builds and bad builds
