Japanese people just have notoriously never voted so only old people who believe right-wing ideologies did. The voting rates are not too much lower for young people, or atleast they didn't used to be. The problem was Japan had elderly super-majorities lockdown total control of the political system decades ago and NOW that compounded with the plummeting birthrates have made it impossible for the young to exert any influence and they have started to give up on voting because they can't change the outcomes.

Also, they’ve had trans people to live as monks and study to become ministers for some number of years now. I don’t know if there was ever even any internal debate or discussion about this-I could be mistaken but I’m not aware that there was ever an explicit ban-but the prevailing attitude about it today seems to be "Well yeah, why not?" Obviously can’t map every societal comparison 1-to-1 with so many cultural differences, and I’m pretty sure the average citizen still holds handfuls of weirdly regressive/conservative-ish views, but I think that the general well-being and welfare of others-even if only in the abstract-remains a pretty meaningfully ingrained cultural value that still seems to matter a fair amount to most people there, and I think that always goes a looong way towards predicting which side people will lean towards on emerging, socially "difficult" issues.
