Yeah 1994, which even predates Internet Explorer Starter Kit 3. Perhaps Microsoft got it produced for some internal music library, and they decided to use that for both IESK3 and XP.

In 2006 I was 12 years old. I lost a friend very dear to me. For the next 7 years I listened to this music I knew only as "Windows welcome music" at least 100 times a day for the next seven years. I was going through a really bad depression and did not want to live anymore. This piece of music helped me through those difficult times and saved my life. I have listened to this song literally thousands of times. The other day I discovered a video about who made the music and found out it was Stan Lepard. I went to go and track him down so I could thank him for such a amazing piece of music that impacted my entire life. RIP Stan Lepard. I am so sorry that I did not get to thank you. I hope you are in a better place now and know that you changed at least one life.

So recently, Stan LePard has posted a remastered version of the original mix from 1996: soundcloud.com/stanlepard/1996-internet-starter-kit-velkommen-original-mix. The version included in this video was an edited version used for Windows 98's setup according to LePard, although I'm pretty sure it never made it into there. (Edit: it is from 1996, the metadata's year is more likely alluding to when the software he used was released)

This can easily be guessed as Windows ME, which has a OOBE that is built similarly to XP's OOBE unlike with 98's. Seeing how this OOBE style made it's way into Whistler, the beta version of XP, and slowly shaped itself into how it is now in the final release, it can be guessed that the music was planned to be used with ME's OOBE but ended up being delayed into XP's instead. "It however, does reveal, that it was originally made for Internet Explorer 3 Starter Kit *(although according to a Quora post it was scrapped and reused for XP)"* This is untrue, it DID make it into the Internet Explorer 3 Starter Kit. Many say it was during installing Internet Explorer 3 through the CD, but really it's after when the computer is restarted. You will get to a full screen page (which after exiting, you can open by clicking the CD's icon on My Computer), and when the Internet Explorer animation finishes or you click on it, it'll bring you to a screen full of interactive archived webpages, extra utilities to install relating to IE3, and a guide on how to get connected. As you are there, the same exact music from XP's OOBE will play, which you can mute/unmute by pressing the little speaker icon to the bottom right. If you want to install it on a Windows 95 machine to try out, the link for it can be found here; archive.org/details/Internet_Explorer_3.0_Promotional_CD The only difference between this, and the actual Starter Kit (which is near impossible to find online that isn't in Czech), is that there is no compatibility for Windows 3.1 on the Promotional CD.
