Because their laws and penalties are so strict and different from most western countries and their policies are completely arbitrary and draconian. Don’t forget the enforcement of their morality police who will arrest you for only kissing someone in public, especially if they are the same gender

I heard In Dubai you can never sue a citizen.
Everything is biased towards the Emiratis. They can never be wrong and make up a very small percentage of the population. Everyone else is not really welcome and is only tolerated for the money you bring in. There are also none of the rights and freedoms fought for in the UK. The laws there are like the wild west. But people put up with this just because it is tax free. All that glitters is not gold.

and I lived in Dubai for 21 years and it actually happens to many people. What probably happened here is that the dude who supplied the rental car was about to get caught and dumped off what he had on unsuspecting visitors.
