No you don't need a cdl for a trailer over 10,000 as long as the COMBINED weight of the truck, trailer, and whatever you're hauling is under 26000 lbs. Also you need to be under 65 feet in length of you're truck and trailer combined without a CDL. Best option if running a 50ft car hauler is to get a chassis cab. When in a chassis you are considered a tractor-trailer combo and the length of the truck doesn't count towards the 65ft you must be under.
Quick question I’m in Virginia I have a two car trailer 14 K rated with A 2008 dodge ram 2500....DOT officer said I was in compliance of the law with this set up

When you say GVW….that is the most your truck or/and trailer can haul? And then when you actually weight it….it was 22K….so you subtract the 22L from the GVWR?
Sorry the gvw tags that are found on the door and on the vin plate on trailer add up to 43500 CGVW my laden weight (empty) truck & trailer weigh 13k trailer & truck 9k =22k . So my payload capacity is 21500lb (weight I can carry)

that 21 000 is for non cdl correct i have a cdl class A
