You can tell the cheated run is actually cheated. They are not doing the motion glider at the end and their lines are sub optimal compared to the WR
Edit: to further back up this point look at the coins each player has. WR has 10. The cheated run has 8. If you’re going for a WR you want to make sure you know the optimal coin line as coins provide a 7% speed boost when you have all 10. With that being said you can tell the cheated run is going faster than the WR.

How is it cheated? I can tell its kinda sped up and he seems to have a better mini turbo stat, but i want to know specifically if thats okay

i don't think you get that much of a big difference with a +1 mini-turbo stat (teddy buggy has 1 more mini-turbo stat than wiggler(and that Waluigi is kinda the same as Wario in stats).
